portion of 1,000 of the population or of 1,000 total deaths,
and whether taken collectively or separately), the zymotic
incidence, i.e., the number of cases notified per 1,000 of the
population—the Diarrhoea rate being especially marked in
this respect—will all be found to be greater in the Inner
than in the Outer Districts. It will be noticed, too, as a
corollary, that the number of deaths amongst persons of
60 years and over (old age) is greater, but amongst those
of 20 to 40 years (adolescents) smaller, in the Outer than
in the Inner Districts. Taking different groups of diseases,
it will be observed from the number of deaths that the Inner
Districts also suffered during 1895 out of all proportion from
phthisis, tubercular diseases, and respiratory diseases
generally, and from premature births, whilst the number of
infants suffocated whilst in bed with their parents was in
the Inner Districts 25, and in the Outer 18, representing a
proportion of 3 to 1, taking the different populations into
consideration. The density of population, it must be
remembered, is greater in the Inner than in the Outer
Districts—an average of 163, as compared with 68, persons
to an acre.
These facts are significant and point to the necessity for
careful sanitary inspection and supervision in the Inner
Wards, with the adoption of such measures as will improve
hygienically the surroundings and lives of the inhabitants of
that portion of the Parish, consisting for the most part of the
very poor and the working classes. To systematically and
successfully grapple with this important subject more
Inspectors are needed, and I am glad to be able to report that
the Vestry has, during the year 1895, risen to the occasion
(with a practically unanimous vote), and decided on
December 12th last to appoint at once three more Inspectors.
