these fares include the return journey in every case. Moreover,
weekly tickets, in packets, are issued on this basis. A
clause in the Act* for the construction of a new railway from
Lincoln, &c. to London, provides that, " In respect of working
men carried by working men's trains, between the London
station of the Company and Neasden, and intermediate
places, the company shall not be entitled to charge higher
fares than are for the time being chargeable, or charged, by
the Metropolitan Railway Company, by their workmen's
trains between their Baker Street Station and Neasden and
intermediate places." It follows, as a result of the action of
the Metropolitan Railway Company, that the working classes
in London will in time to come have still further facilities
for cheap travelling.
As it may not unreasonably be expected that an impetus
will be given by these arrangements to the erection of houses
for the working classes in the suburbs, we can but hope that
care will be exercised to prevent the concessions being so
misused as to involve the creation of slums outside London.
The houses to be built should not be too large, nor too
crowded on space. Working men, moreover, should be encouraged
to become the owners of their cottage homes. It
is also especially to be desired, that workmen's tickets
should be issued, so far as practicable, to bond-fide workmen
only, so that the suburbs may not be overrun by " outcast
London."
No new Improvement Schemes under Part I. of the
Housing of the Working Classes Act, 1890, were undertaken
by the County Council in 1893, but schemes under Part
II. were initiated by Local Authorities, including the
scheme adopted by your Vestry for dealing with the James
Street area.
