would respectfully invite attention. I will only add that by
Section 107 of the Act cited, the Sanitary Authority are
enabled to ' distribute among (the persons appointed as
Sanitary Inspectors) the duties to be performed by Sanitary
Inspectors'; so that the work of the Women Inspectors, if
they were re-appointed as Sanitary Inspectors, could be strictly
limited to such duties, and exercised only in regard to such
places {e.g., workshops, workplaces, laundries, etc., where
women are employed) as your Vestry should see fit to direct.
As a minor and final consideration it may be pointed out
that, should these ladies be at any time appointed Sanitary
Inspectors,as I venture, in agreement with the Sub-Committee,
to think they should be, a moiety of the salary attached to
the office would be repayable to your Vestry by the London
County Council." No action was taken on the above report.
It may be here mentioned that in the Minority Report of the
LabourCommission, the signatoriesexpress an opinion "that the
number of women factory inspectors should be increased, and
that local authorities might advantageously be urged by the
Local Government Board to follow the example of the
Kensington Vestry in appointing Women Sanitary Inspectors,
with the special object of enforcing the Sanitary Law in
women's workshops "—a duty which, as I have explained
above, cannot be efficiently carried out by Inspectors who, like
your Vestry's Officers, are not vested with the status of
Sanitary Inspectors.
New Factory and Workshop Bill.—During the
current session, a Bill has been introduced by the Home
Secretary, which, inter alia, defines " overcrowding " to mean
an allowance of less than 250 cubic feet of space per worker,
and includes laundries in the law as to factories and
workshops—an amendment of the law which would facilitate
the work of Miss Squire, who has in her district some tvvp
hundred laundries.
