reasonably expect, if the character, mode of life, and housing of their
populations is considered; for the death-rate is found to be least in
those districts which are least overcrowded, and greatest where they
are most dense. Judging them then by what is known of the districts,
I am of opinion that these death-rates are not unreasonable, and are
not excessive. Indeed they are the very opposite if judged by the
rates in the worst districts of very many of the large towns, or even
of the Metropolis.
