N.B.—This Table has been divided into two half-yearly returns because, it will be
recollected, a re-arrangement of the Sanitary Districts was made in the middle of
the year.
ADMINISTRATION OF "THE SALE OF FOOD AND DRUGg
ACTS" FOR THE YEAR 1893.
During the year 377 samples of foods and drugs were submitted
to the Public Analyst, Dr. Frank L. Teed. Of these samples 213 were
milk, of which 40 were found to be adulterated. The adulteration of
milk is the meanest of all petty swindles, for it is the robbery, as a
rule, of the poorest and of the youngest members of the population of
their sustenauce. It is much to be regretted that the fines inflicted
have not been commensurate with the meanness of the swindle. As a
rule Magistrates inflict heavier penalties for the adulteration of spirits
than they do for the adulteration of milk. For what reason, it is
impossible to say, for very frequently in the former case no real harm
is done, while in the latter a staple food is deprived of its nutrient
