THE CLERICAL STAFF OF THE PUBLIC HEALTH
DEPARTMENT.
In consequence of the increased clerical work of the department
involved by the impetus given to sanitary matters by the Public Health
(London) Act, 1891, the Clerical Staff of the department was unable to
get through its every day routine business. A representation was therefore
made by me to the Public Health Committee, who after mature deliberation,
recommended to the Vestry that the staff should be increased by
the addition of two clerks, and that a re-arrangement of the work of the
officials should be effected. These proposals were agreed to, and therefore
two additional clerks were appointed, which has resulted already
in an increased efficiency as well as in the almost entire abolition of
overtime.
BY-LAWS.
The Public Health Committee held numerous meetings to consider
the making of By-Laws under Section 16, 39 and 50, of the Public
Health (London) Act, 1891.*
These By-Laws related to the following subjects :—
For the prevention of nuisances arising from any snow, ice, salt,
dust, ashes, rubbish, offal, carrion, fish, or filth, or other
matter or thing in any street.
For preventing nuisances arising from any offensive matter
running out of any manufactory, brewery, slaughter-house,
knacker's yard, butcher's or fishmonger's shop, or dunghill,
into any uncovered place, whether or not surrounded by a
wall or fence.
For the prevention of keeping animals on any premises in such
place or manner as to be a nuisance or injurious or dangerous
to health.
As to the paving of yards and open spaces in connection with
dwelling houses.
*The By-laws framed by the London County Council under secs. 16 (2) and 39 (1)
were also before the Public Health Committee, having been submitted to them for their
consideration.
