preparedness to meet any emergency, at once referred the matter to the
Bye-Laws Sub-Committee, which consisted of the following members:—
the Chairman (Mr. R. Cufflin), Vice-Chairman (Mr. H. Ansell),
A. Howell (Dr.), Bartram, Hollyman, Keeves, Slater (Dr.), Lancaster,
and Buckell (Dr.).
This Sub-Committee accordingly met on February 13th, when
after mature deliberations it was decided to recommend to the
Committee that:—
1. The Parish should be divided into separate areas for Cholera
purposes.
2. A medical practitioner should be appointed to each area, and
that he should be a practitioner living therein.
3. The practitioner should be paid 2s. 6d. per visit during the day
(8 a.m. to 8 p.m.), and 5s. Od. during the night (8 p.m. to 8 a.m.)
4. A Chemist should be appointed in each district for the
dispensing of medicines, and that he should be paid at the rate of 6d.
for every mixture up to six ounces, and 1d. for each ounce above that
quantity, and at the rate of 6d. per dozen for pills. These prices were
not, however, to cover the cost of certain expensive drugs (specified).
These recommendations having met with the approval of the
Public Health Committee, were laid before the Vestry, who decided to
adopt them.
A letter was next addressed to every practitioner in Islington, who
was asked whether, if appointed, he would undertake the duties. As
a result numerous replies were received, so that the Sub-Committee
experienced no difficulty in making a selection.
Chemists were also fixed upon, so that on the scheme being brought
before the Public Health Committee it met with approval, and was
recommended to the Vestry for its adoption.
Posters and handbills similar to those published in 1892, containing
instructions as to the precautions to be adopted, were also issued.
