PUBLIC SANITARY CONVENIENCES.
May I quote a paragraph relating to this subject
from my report of 1915, "The need for these is in my
opinion very urgent as the district is at present entirely
without this very necessary accommodation." The
need now is even more urgent than at the time this
paragraph was written, and I trust that the Council will
be able to give it early consideration.
STAFF.
In the past the Surveyor, Mr. Herbert Walker,
has also held the position of Inspector of Nuisances, and
has been assisted by an Assistant Sanitary Inspector,
who has also acted in the capacity of Building Inspector.
Towards the close of 1919, the Assistant Sanitary Inspector
having resigned, the Council decided, in view
of the increasing work of the Surveyors' Department,
to appoint a whole time Inspector of Nuisances. Mr.
Walter E. Balchin was appointed and took up the duties
of the office on April 1st, 1920.
Mr. Walker has worked with me for many years
and I should like to take this opportunity of expressing
my sincere appreciation of his work. He has always
proved loyal, capable, and tactful, and shown great interest
in his work. These qualities have proved most
serviceable to me in many emergencies. I know the
strain of the combined offices has been very heavy for
the past few years, and although feeling very sorry to
lose his services I feel sure that it will be good for him
to be relieved of some of the pressure of work and
responsibility.
