It is deplorable to learn from these figures that out
of the total number of children affected, 53 were under
the age of 5 years. The time has still to come when
the Society will be able to relax its vigilance in this
area, and I am compelled to repeat my opinion of previous
years that stronger action should be taken against
the regular offenders. The policy of the Department
and the Society has always been in favour of kindly
persuasion, and against police-court action unless
absolutely necessary, but the maintenance of offences at
their present level suggests that in certain instances
kindness is wasted.
