health and well-being of the children attending the Public Elementary
Schools. When it is remembered that in most of the houses in
the more crowded areas of the Borough, their amenities do not
include a bathroom, facilities for the cleansing of the occupiers of
such tenements become an indispensable hygienic necessity.
