I have summarised in the next table some of the work carried out
in the Borough during the past seven years in relation to the suppression
of nuisances from smoke. In submitting these particulars in regard to
smoke complaints and subsequent proceedings, I may say that complaints
received from outside sources must be substantiated by the health
officers who are empowered with the carrying out of the Act, before any
proceedings can be taken. The number of observations entered in our
books, as having been made, has no relation to the actual amount of work
done by the various inspectors in regard to the prevention of smoke
nuisances, as it is one of the daily duties of every inspector to look round
to see that no infringement of the smoke section of the Public Health
Act is being made.
