The Inspector of Nuisances reports as follows
I beg to submit for your information the following summary of
proceedings taken for the removal of nuisances, and the number of sanitary
works completed for the improvement of the Parish during the year
ending March 25th, 1864, exclusive of, and distinct from, what has been
done under the direction of the "special sanitary committee.''
I inspected 2760 houses, distributed all over the Parish; 253 Cess-pools
have been emptied and filled up; 370 proper water closets have been
erected in the place of open privies, and all properly drained to the sewers;
107 house-drains have been cleansed and repaired, some of them that
were old brick drains have been taken out, and glazed stone ware pipes
put in their place; and thus an efficient drainage has been provided for
477 houses; and where the surface drainage of the yards was defective
that has also been improved.
Dust-bins have been provided for 107 houses; additional windows
have been put in backs of 55 houses, to improve the ventilation; and 83
houses that had been the seat of contagious disease have been either
wholly or partially limewashed.
A sewer has been put into Gloucester Row, Hoxton, a place containing
24 small houses, where the sanitary arrangements so far as respected
drainage were very bad; the yards behind where the privies are placed
are small and bounded by a high brick wall that prevents proper ventilation
; and in many of the fore-courts there were cess-pools, all of which
rendered the houses damp and unhealthy; a great and salutary change
has been effected by the improved drainage.
The number of sanitary works executed since the establishment of the
Vestry, are as follow:—2993 cess-pools have been abolished, 4440 water
closets have been erected in place of open privies, 2309 house drains have
been cleansed and repaired, 736 dust-bins have been provided, 165 houses
have had an additional window put in to improve the ventilation.
In the course of the year I received 7 complaints of pigs being kept in
places where they were a nuisance and injurious to health. Notices were
given to the owners of the premises to have them removed which in every
case was done.
