Outworkers.—There were 1,989 outworkers' premises on the register at
the end of the year, as compared with 1,357 in 1906, which shows that there
has been a considerable increase during the year. The addresses of 2,268
outworkers were received from the employers in Islington, and 2,788 from the
Medical Officers of Health of other Boroughs.
As Mrs. Young points out in her report, these figures refer to the total
numbers of the two half-yearly returns, but the actual number of outworkers
is 2,597, of whom 1,989 are resident in the Borough, an increase of 632 on the
preceding year.
Restaurant Kitchens and Places where Food is prepared.—
The register shows that there were 452 registered kitchens, with 593 rooms,
on the register at the end of the year, as contrasted with 336 in the preceding
year. The work of inspecting these was carried out entirely by Mrs. Young,
who reports that it became necessary to serve 245 notices on the proprietors
with respect to various nuisances that were discovered.
The amount of sanitary work effected at these places, as shown by Mrs.
Young's report, fully justifies the action of the Council in appointing an
Inspector, part of whose duty is to look after restaurant kitchens. In the past
these kitchens received no attention, but any person with an unprejudiced
mind who reads the Inspector's report, which is embodied herewith, must
admit that it was high time that action was taken with respect to them. As
the Inspector deals very fully with them it is not necessary to enter into a
discussion here.
Workshops Notified to H.M. Inspector. Under the provisions of
section 133 of the Factory and Workshops Act it is required that the Medical
Officer of Health when he becomes a vare that any woman, young child or
person is employed in a workshop, shall forthwith send notice to H.M.
Inspector of Factories for the district.
