These returns show that the marriage rate of the borough has been fairly
constant, except during the decade 1881-90, when, for some unexplained
reason, there was a considerable decrease. During the present decade, to
which the present return is no exception, this rate has been well maintained,
for, while it has been as high as 18 08, it has not fallen below 17 18 per 1,000
of the population.

These marriage rates prove conclusively that the low birth-rates experienced
in late years are not to be attributed, even in a small degree, to their
