TO THE
VESTRY OF ST. MARY, ISLINGTON.
Gentlemen,
By a regulation of the Local Government Board, I am bound
to present you with an annual report on the health and sanitary
condition of the district of which I am the Medical Officer of Health.
Hitherto this report was not presented by the responsible official until
a late period of the year, about the same time that the general
report on Parish affairs is submitted to you by the Vestry Clerk. I had
hoped that I would have been able to lay before you this year a
report that would have been somewhat commensurate with the
importance of your district, and one that would have equally reflected
some credit on the Vestry and on myself ; and, indeed, I had been
preparing material for this purpose when a communication was
received from the Local Government Board stating that unless the
Annual Statement was forwarded without further delay, they would
have to consider the question of certifying the omission to the County
Council, the result of which would be that a sum equal to one half
the salary would be forfeited to the Crown.
In consequence of this communication I laid my intention asitle
and set about preparing such a report as the limited time, and the large
amount of everyday wrork would permit. This is the first occasion
I understand, that the threat of stopping half the salary of your
Medical Officer of Health has been made ; and I sincerely trust it
will be the last. On its receipt the matter was fully discussed by the
Public Health Committee, who desired the A estry Clerk to reply to it.
