APPENDIX C.
COPY OF CASE SUBMITTED TO MR. BARROW IN 1874, AND
OF HIS OPINION THEREON.
The Vestry of St. Mary, Islington, is a Vestry constituted under the provisions
of the Metropolis Local Management Acts, 18 and 19 Vic., cap. 120, and 2o and 2G
Vic., cap. 102.
There are also in Islington, Local Acts, 2nd William IV., cap. 26, and 20 and 21
Vic., cap. 118.
Questions have recently been raised in the Vestry, as to the propriety and
legality of making a "Churchwardens' Rate" to meet feveral of the items contained
in the Churchwardens' Account, under the heading "General Account," and it was
referred to a Committee of the Vestry, on the 19th June, 1874, by the following
Resolution:—
"That it be referred to the General Purposes Committee, to ascertain
"and report whether there are any improper or illegal items charged to the
"Churchwardens' Rate, and to recommend thereon."
