"Bath and wash-houses Acts."
To the Vestry of
SAINT MARY, ISLINGTON.
The Special Committee originally appointed by you on the
18th January, 1889, and reappointed since the Vestry election
in May last, in conformity with the reference (A) appended,
begs to report as follows:—
In order that the whole of the circumstances may be before the
Vestry, the Committee would remind it that on the 31st December, 1878,
a Special Committee was appointed to report as to the desirability
of putting the Baths and Wash-houses Acts in force in Islington,
and that that Committee in June, 1879, brought up an exhaustive
report of the working of the Acts in other Metropolitan Parishes,
with a recommendation that it would be advisable to adopt them in
Islington. That report was ordered to be printed and circulated,
but on the 18th July, 1879, a motion for its adoption was negatived
by the large majority of 50 to 15.
Since that date the question of the adoption of the Acts in
Islington has lain dormant, until in July, 1888, it was revived by a
letter from the Coroner, intimating that at an inquest on the body
of a lad drowned whilst bathing in the Regent's Canal the Jury had
appended a rider to their verdict respectfully calling the attention
of the Vestry to the absence of public baths and wash-houses in the
Parish of Islington. This letter you referred to your General Purposes
Committee for consideration and report, and that Committee on
December 21st, 1888, brought up a report stating that in its opinion
public baths and wash-houses are much needed, and that it is desirable
the Ratepayers should take the initiatory steps to enable the Vestry
to put the Acts in force.
