with the Clerk on the 19th December, and stated
that there need be no clashing of authority, that
the forms in question might be served by the
Sanitary Inspectors, and if they had been already
served by the Factory Inspectors, the fact would
only recall the attention of the employers thereto ;
the object aimed at being that the Vestry's Officers
should notify to the Factory Inspectors in cases
where they found women and young persons employed,
the Factory Inspectors notifying to the
V estry any sanitary defects which they might find.
Mr. Lakeman has since forwarded a considerable
number of the forms referred to, and the Vestry
have directed that the Inspectors shall serve them
in any cases which come under their notice.
A letter has been received from the Vestry of
Chelsea, forwarding a report of their Medical Officer
of Health upon the subject, in which he called
attention to the fact that if the Vestry should
attempt to carry into effect the practical working
of the Order, it would be necessary for the Officers
of the Vestry to call at the premises and inspect
the copies of the lists of outworkers, and visit the
business premises outside the Parish, as the outworkers
in any trade are not likely to be confined
to the Parish in which the chief place of business
is situated, unless every Metropolitan Parish were
to send to every other a list of premises in the
parish in which outworkers in the specified trades
are employed: that this co-operative method of
obtaining the desired information would, if agreed
upon, necessarily take up a good deal of time, and
he suggested that a better method would be,
either for the Home Office or the London County
Council to organise a staff of inspectors for the
work, whose duty it would be to inspect the lists
of outworkers in these trades at the various chief
