OF THE
MEDICAL OFFICER OF HEALTH.

Gentlemen,
During the past year the question of the
extension of the Borough, so as to include the whole
of the ecclesiastical parishes of Kingston and Ham,
has culminated in an enquiry before an Inspector of
the Local Government Board, with a view to
obtaining a provisional order. Under these circumstances
it is desirable to consider in what way
questions of public health may be affected, and in
what manner the present divisions of the district
influence statistics and the incidence of various
diseases.
I should like first of all to call your attention to
the constitution of the population in the several
districts, and to consider whether any one of these
districts forms a normal community, with its fair
proportions of rich and poor, males and females,
young children and old persons, and in what way
amalgamation will tend to remove disparities and
bring the community nearer to, or farther from, the
desirable normal condition.
