the following extracts from the circular issued by the Local
Government Board on the 14th May, 1912:—
"The Board agree generally with the findings of the Departmental
Committee on Tuberculosis in their Interim Report
and commend the report to the serious consideration of
Local Authorities."
"The Committee suggest one dispensary for every 200,000 of
the population."
"As regards Sanatoria one bed per 5,000 of the population
should be provided.''
"As regards Hospital Beds the Committee make the rough
estimate that, in addition to Poor Law Beds, the same
proportion would seem to be required, that is to say, one
bed per 5,000 of the population."
"The Board propose to adopt the financial recommendations
made by the Committee in regard to the distribution of
the Capital Grant."
CAPITAL OUTLAY.
It would appear that in order to satisfy the above requirements
West Ham must provide at least one dispensary and 120
beds (Sanatorium and Hospital).
The cost of the Council's Dispensary, now nearly completed,
may be set down as £450.
The cost of 120 beds can only approximately be estimated.
The Departmental Committee suggested that the cost of a
Sanatorium should not exceed £150 per bed, a suggestion which
is not likely to be fulfilled where hospital beds are added, and
the Medical Officer of Health submits that the very lowest
all-round figure should be £200 per bed (inclusive of land).
