tidiness seen in our streets on windy days is due to the non-enforcement
of these Bye-laws.
COWSHEDS, MILKSHOPS AND DAIRIES.
These were visited systematically during the year, and owing to the
conditions found in some of the cowsheds I presented a special report,
a copy of which was transmitted to the County Council and Local
Government Board.
As the outcome of the report a Special Committee visited all the
cowsheds and reported in September as follows :-
We have visited the various cowsheds in the district with the Medical
Officer of Health and the Sanitary Inspector, and have considered the
possibility of securing under the existing regulations dealing with the
subject, such conditions as we consider essential for the provision of a
pure and wholesome milk supply.
We are of opinion that more definite and detailed regulations are
necessary, and having carefully considered the suggestions submitted
to us by the Sanitary Inspector, we recommend their adoption by the
Council in place of those at present in force.
We recommend that notice of the necessity and mode of registration
be given periodically throughout the district, in pursuance of Article 6,
Sub-section 4, of the Dairies, Cowsheds, and Milkshops Order, 1885.
We recommend that a Veterinary Surgeon be appointed, in accordance
with Article 15 of the said order, as altered by Article 2 of the
order of 1899.
The Clerk was further instructed "to apply to the Local Government
Board for their allowance of the new regulations as to dairies,
cowsheds and milkshops."
The Veterinary Surgeon has been appointed and will take up his
duties after March, but no sanction has yet been obtained for the
suggested definite regulations.
It is assumed that in view of the promised legislation regulating
milk production and sale throughout the country, it would be unwise
to exercise the power given by Sections 13 and 14 of the orders made
by the Board in virtue of the Contagious Diseases Animals Act.
