On this basis with 5.9 persons per house, the population of 1908
did not exceed 127,422.
In 1902, plans for a large number of houses to be built on an estate
in the Northern Ward were passed, but no buildings erected, so that the
possible and actual number of houses in that Ward differs.
This reduces the total number of occupied houses to 21,094 and the
total population to 124,454.
As the number of houses in the Hoe Street and Northern Wards is
greater than the three other Wards combined, and as the number of
persons per house varies for the constituent parts of the district, a
further reduction in the probable population becomes possible, and it
would appear that a population of 123,392 is the nearest approach to
accuracy that can be made.
