prejudicial to his health or physical development, or
to render him unfit to obtain the proper benefit from
his education, may either prohibit or attach such
conditions as they think fit to, his employment in that
or any other manner, not with standing that the employment
may be authorised under the provisions of this
Act or any other enactment."
At the time of writing this report, the Authority had
not laid down the procedure to be adopted to decide
whether the child was fit for the occupation intended and
whether, during his employment, his health remained in such
a condition as to enable him to continue to follow such
employment without ill effects, nor has the relationship
between the Juvenile Employment Committee, the Certifying
Factory Surgeon and the School Medical Service been
determined.
Up to the present, the discovery of children who were
engaged in occupations for which they were medically
unfit has been left to chance, although several such cases
have been found and advice given to the parents. One
child, excluded for scabies, was found to be helping an
itinerant greengrocer! It is to be hoped that such an
occurrence will not be possible when the byelaws are being
enforced.
Miscellaneous.
Many examinations have been made and certificates
signed in connection with children sent to the Seaside
Convalescent Home at Herne Bay under the King Edward
Memorial Fund; to Brighton through the Ministering
League, and for admissions to various institutions and
orphanages.
Further examinations have also been made of children
for whom applications have been made for performances
in theatrical entertainments.
