I would observe that the notices served are in excess of
the previous year. This I think may he accounted for by the
new dwelling houses built a few years since (to the necessary
requirements of the Council's bye-laws) but it is only by a
constant inspection and service of notices that have kept them
in a habitable condition. This applies also to the old houses
in the district. Notices regarding repairs have been complied
with by the owners or their agents in the cheapest possible
manner, but the habits of the tenants have in many cases soon
undone the work. Tt is difficult to deal with conditions arising
from dirty and careless habits of occupiers by notices served
upon owners, but on the other hand in many cases the owners
are at fault for not keeping their properties in a clean and
wholesome condition.
Diseases of Animals Acts.
There was one case of alleged swine fever. The premises
where this disease occurred were subsequently thoroughly
cleansed and disinfected.
Two young pigs died, and on a post-mortem examination
by an Inspector of the Board of Agriculture his opinion was
that the animals died of salt poisoning.
The Customs and Inland Revenue Act.
Under section 26 of 53 and 54, Vic. c. 8, exemption from
the Inhabited House Duty is granted to houses divided into
tenements of the annual value of less than £20, provided the
Medical Officer of Health certifies that they afford suitable
accommodation for each of the families or persons in respect
of their sanitary arrangements. By section 11, 3 Ed. VII.
this provision was extended to houses of the annual value of
not more than £40. During the year applications were
received in respect of the flats known as Nos. 3, 4, 5 and 6,
Richmond Mansions, and No. 88, Lebanon Park Parade,
Richmond Road, and certificates were granted in all instances.
