removal of refuse, unless due notice has been given to such
dustman or person, or to the dustman or person whose duty
it is to remove refuse from such receptacle or place."
"The person committing an offence shall be liable to a
penalty not exceeding, in the case of the first offence £10, and
in the case of the second offence, or any subsequent offence,
£20."
The Council directed that a circular be sent to all
Occupiers of premises advising that precautionary measures
should be taken.
Sewage Disposal Works.
Several visits have been made to these works. Specimens
of the effluent have been seen, and I have been particularly
struck with its clearness and almost complete absence of
odour.
General.
I would here observe, which fact must have been within
the cognisance of the Council, that the numerous statutes of
recent years have vested the Council with far greater
powers, and have consequently thrown larger responsibilities
and more duties upon the officers and staff generally, and as
the district increases in population these will continue to grow.
I am indebted to the Health Committee for the careful
consideration given to all matters brought under their notice,
and for the firm support given to my various recommendations.
I desire also to record my appreciation of the
consistent work carried out by the Sanitary Inspectors, and
all others who have assisted in matters appertaining to my
department.
