Council generally, and my brother Officers, for the
consideration and courtesy I have ever received at
your hands, the knowledge of which goes a long way
to lighten the many difficulties that inevitably beset
the work of sanitary officials, especially when the
carrying out of duties and instructions require, as it
often does, no inconsiderable sacrifices to be made
on the part of both owners and tenants.
