These figures are eminently satisfactory
especially as regards Tolworth, where the birthrate
is exceedingly high and the deaths very few.
There is no doubt that as a place of residence for
the working classes it is a very favoured neigbourhood,
with its broad, clean and well-kept roads,
good class of houses on the whole and exposed to
plenty of fresh air from the Downs and open
country. Building is proceeding rapidly and I
consider it will be good policy not to delay for too
