A number of cases of overcrowding has again been met with, but now
that the Council houses are all occupied more difficulty is experienced in
dealing with these cases. Service of notice to abate overcrowding is almost
a hopeless method of dealing with the problem as in practically all cases
it simply means the removal of the nuisance to another place to be discovered
on subsequent inspection. Whilst admitting that the problem is,
comparatively, a much smaller one in this district than in larger towns
and cities, it is sufficiently apparent to cause anxiety from the point of
view of the health and morals of those persons compelled by force of circumstances
to live under these most unsuitable conditions.
