may have ceased by the time that the requirements of the
inspection of a third age-group referred to in the following
paragraph comes into force."
"Paragraph 7:
"In conclusion, I am to say that the Board consider that
the time has now come when the work of Medical Inspection
should be consolidated by provision for the routine inspection
of an intermediate age-group. They are aware that in a
large number of areas provision is already made for the
inspection of one or more age-groups other than those
specified in Article 58 (b) of the Code. They desire, therefore,
to give ample notice of this extension of the work of Medical
Inspection in order that as little inconvenience as possible may
be caused to authorities whose provision for Medical Inspection
is at present limited to the two age-groups hitherto prescribed
by the Code. Accordingly, they have decided to make
no change as regards the year ending on the 31st March, 1915,
but for the year beginning on April 1st, 1915, and subsequent
years it will be required that provision shall be made for the
Medical Inspection of all children between 8 and 9 years of
age, as well as for the group of ' Entrants,' and the group of
children between 12 and 13 years of age."
It will thus be seen that in East Ham there will require to be
Medically Inspected during the year 1914 :—
A erouo of children "Entrants."
Do.
(a) Aged 12-13 years.
(b) ,, 13 years and over.
And in subsequent years :—
A group of children "Entrants."
Do. Aged 8-9 years.
Do. ,, 12-13 years.
Further, by the passage of the Mental Deficiency Act, 1913, it
becomes the duty of every Local Education Authority:—
(1) To ascertain the existence of mental defect of such
kind or degree as to justify the diagnosis of feeble-mindedness,
imbecility, or idiocy:
