draw-tap from the rising main, in addition to the covered
cistern, which is placed in an accessible position for cleansing.
This must have a beneficial result upon the health of the people.
Dampness.—With a view to abating and preventing dampness
in dwellings, attention has been given to the underfloor
ventilation, defective damp courses and accumulations of water
in basements, and in 448 premises nuisances arising from these
causes have been discovered and dealt with by Notice on
owners to remedy.
Yard and Forecourt Paving.—By the powers vested in the
Council under the East Ham Improvements Acts, 100 superficial
feet of hard durable paving can be insisted upon in all
premises within the Borough. This concession, which Parliament
conferred upon East Ham, has been of enormous benefit,
although the full amount is seldom asked for as it is not
necessary. But a cement path immediately adjoining the
brickwork at the back and front of a house is most essential,
both for keeping the house dry and the floors clean. During
the year 1910, Notices have been served calling upon owners
either to provide or repair paving of 646 houses as compared
with 738 for the previous year.
Overcrowding.—Twenty cases of overcrowding were investigated
and dealt with by the service of Notice during the
year, as compared with 30 for the previous year. These cases
occurred principally in the Central West and Manor Park
Wards. The Notices served were complied with either by
procuring more accommodation or re-arrangement of sleeping
rooms.
The subject of overcrowding with its causes and remedies
has been fully dealt with in my previous reports, and as there
is a substantial reduction in the number of reported cases for
the year under consideration, I do not propose to make any
further comments this year.
Urinals.—There are eight Public Conveniences in the
Borough, two are underground and six on the ground level.
