HIGHWAY REFUSE.
This nuisance is still one that needs constant attention.
By arrangement with the Surveyor's Department, and with
the approval of the Council, ordinary trade refuse is collected
free of charge by the scavenging carts if placed in a receptacle
in an available place outside the premises. This method works
well, and has resulted in a greatly improved condition of the
highways.
It is chiefly among new comers, who are not acquainted with
our system, that a breach of the bye.laws relating to this subject
occurs.
It may be objected that the removal of trade refuse is not
a duty falling upon the Sanitary Authority, but I have found
from many years' experience in this and other districts that it is
by far the most economical, efficient, and sanitary method of
dealing with this untidy nuisance. Prior to the introduction of
daily removal, it was found that the refuse was deposited in the
street channels or else taken during the night and shot upon
the nearest vacant plot of land, and ultimately had to be removed
by the Council.
