upon this department of the work, it has been creditably dealt
with. The weekly pail system continues to give satisfaction. I am
hoping in the near future to see properly constructed tip-covered
^ans at work collecting the dust, as this would greatly facilitate the
collection.
I have to again mention that there are a large number of
householders who refuse to place their dust outside their doors
ready for the dustmen to collect, necessitating the going through
the houses, which causes much loss of time and delay in the
collection.

In 470 cases they were complied with, but in 149 instances the District Council did the work of providing them, and recovered the costs from the owners.
