Article 1 of the Housing (Inspection of District
Regulations, 1910, requires that the local authority
shall make provision for a thorough inspection to be
carrried out from time to time according to the
varying needs of the dwelling-houses or localities in
the district, and that the Medical Officer of Health or
an Officer designated by the local authority shall
prepare from time to time a list or lists of dwellinghouses
for inspection. The Council having appointed
me as the Executive Officer (to act under the direction
and supervision of the Medical Officer of Health)
under the Regulations, I prepared the requisite list,
and having regard to the efficiency of the work which
has been carried out in connection with house-tohouse
inspection, your Public Health Committee
agreed that it was unnecessary to make any appreciable
alteration in the areas to be scheduled for inspection
during the year 1911. Table 5 gives particulars of
the systematic and periodical inspections which are to
be made in the ensuing twelve months.
Whilst dealing with the matter of general and
systematic inspections, I venture to submit that the
sanitary condition of a district is best judged by the
death-rate, and as the Medical Officer of Health has
reported that the death-rate for the year under review
is the lowest on record, it is certain that the sanitary
state of this district has been greatly improved, which
condition can only be maintained by continuous inspection
of the district, and by the stringent, yet reasonable
application of the various health statutes.
