I consider that when this school inspection is in good working order,
an inestimable benefit will be conferred upon the population in your District.
Sewerage.—The Sewage Disposal Works at Whittle and Clayton,
Heapey and Wheelton, Eccleston and Euxton, are generally working satisfactorily,
and the extension of the works at Coppull made in 1906 has
relieved the over-pressure upon the precipitating tanks and filters caused
by the great increase in the number of houses since they were first constructed.
There will soon be required at the Whittle and Clayton Sewage
Works a similar increase in size, as they are now barely adequate for the
treatment of the large amount of sewage from these townships.
During the year you have ordered drains to be laid from Bay Horse,
Euxton, to Randsnap Brook; from houses near Paletot Inn and Oak Tree
Inn, Whittle, to the main drain there; and in other places.
Water Supply.—The Waterworks of Anderton and Heath Charnock,
and of Whittle, Clayton, Heapey, and Wheelton from Thirlmere, continue
to give a good and constant supply of water to these townships.
During the year you have resolved to grant the wishes of the householders
near Heapey Station by furnishing them with a supply from
your storage reservoir, at the estimated cost of £372.
At Clayton-le-Woods an extension of the main towards Sheephill
Brow has been made to supply three farms and a dwelling-house.
The Coppull water supply from Liverpool Corporation Works, through
the Urban Council of Standish, has generally been good, though for a short
time there were complaints about the impurity of the water.
I would like to suggest that in any case of deficiency or impurity
of supply from any of the public waterworks, notice be sent at once to the
caretaker, and if not immediately attended to, to the Surveyor and myself,
so that we may be able to ascertain the cause of such default, and remedy
it as soon as possible.
You have given directions that, under certain conditions, the water
mains in Coppull be extended to Whittle Bridge, in order to supply a farm
situate in that locality.
The Western Water Scheme to supply the townships of Euxton,
Charnock Richard, Welch Whittle, Heskin, Eccleston, Ulnes Walton, and
Bretherton, in your jurisdiction, and the Urban District of Croston, is now
being rapidly proceeded with.
Long negotiations between the Croston and Manchester Authorities
and yourselves delayed the sending of the plans and estimates to the Local
Government Board, but an enquiry was held, and sanction to the loan was
granted by that Board in May.
Four contracts for laying the pipes were entered into by you, clerks
of the works appointed, and contracts for the supply of iron pipes, etc., etc.,
were made.
The work is now going on very satisfactorily, and it may reasonably
be expected that the pipe-laying will be finished in three or four months.
