This report contains many items which are merely a repetition of what has
been noted in previous reports. The work has to go on year after year to hold on
to what has been gained and to try to safeguard the future. New responsibilities
have come and my staff have been most helpful in weaving them into the ever developing
pattern of day-to-day duties To the Council for their support and encouragement, and
to my colleagues in other Departments, I would like to record my sincere thanks.
