To the Mayor, Aldermen and Councillors of the Borough of Heston and Isleworth.
Ladies and Gentlemen,
I have the honour to present the Annual Report on the health, vital statistics and sanitary
circumstances of the Borough and on the work of the various sections of the Health Department for
the year 1946. The Annual Reports since 1939 have been type-written summaries so, in anticipation
that this report would be printed, I have incorporated information regarding these years with a view
to providing a more permanent record. This report, therefore, may be taken as covering the years
1939-46, and it is hoped that it will enable you to review the war years and to see to what extent the
health and health services of the Borough were maintained. Many tables have been included and the
report is largely a factual record with little comment. It will be noted that during these years the
health services have been enlarged and extended in various ways and that the services in operation
before the war have now returned almost to their full pre-war activity. While at various times
during these years certain aspects of the health of the Borough gave rise to anxiety, I think it may be
said that conditions were seldom as bad as had been anticipated and that the service has stood up well
to the strains imposed on it.
During 1946 the Department lost by retirement the services of two valued members of the staff.
Dr. Roberts, Deputy Medical Officer, served the Borough with loyalty, zeal and enthusiasm for
twenty-six years and played a prominent but unobtrusive part in the development of the health services.
Mr. Butler, Chief Sanitary Inspector, by attention to detail and with courage in the face of physical
handicap, built up the reputation of his section and over a period of forty years contributed much to
the welfare of the citizens. For their loyal support and assistance I am deeply grateful.
I should like to take this opportunity to express my thanks to the staff of the Department for
their loyal and generous assistance, to the Officers of other Departments for their help and co-operation
and to the Council for support and encouragement.
