A circular-letter was received from the Metropolitan Board
of Works, stating that the Special Purposes and Sanitary
Committee of that Board had under consideration the nuisance
caused in the collection and conveyance through the Streets of
offensive substances, and inquiring whether any nuisance of
the kind had been experienced in this district. The Board, in
reply, expressed an opinion that the collection of fish offal in
the day time from fishmongers' shops caused a serious nuisance,
and that such collection should be effected between the hours
of 10 p.m. and G a.m.
Offensive
Matter.
In consequence of a letter received from the Vestry of St.
Pancras, the Board caused a communication to be addressed to
the Education Department in favour of a suggestion that the
Electoral Districts of the School Board for London should be
assimilated to those of the Parliamentary Electoral Districts,
and a letter was written to the Member for West Southwark,
asking for his support in that direction.
School Board
Districts.
Later on the School Board for London Election Bill was
considered. The object of this Bill is to re-distribute the representation
of the School Board in the Metropolis, by grouping
the New Parliamentary Boroughs into 19 Divisions instead
of 11, and to increase the number of Members from 55 to 71;
retaining the system of cumulative voting, but with diminished
power, so as to be not more than five, nor less than three.
About the same time the Vestry of St. Mary Abbotts, Kensington,
forwarded a series of resolutions passed by them,
as under, and the same were approved by this Board, save
that "Parliamentary Divisions" was substituted for "Local
Government Divisions " in Section 2, viz.:—
School Hoard

Election
Hill.
"(a) That the most convenient area for School Board electoral purposes
in the Metropolis would be the Division as settled for Local
Government Purposes, with a representation for each Local
Government Division under the Metropolis Local Management
Act, proportionate to population and rateable value, in manner
recommended in the Report of the School Board for London of
1887.
