THE
FOURTH ANNUAL REPORT
OF THE
ST. SAVIOUR'S DISTRICT BOARD OF WORKS,
Respectfully presented to the Inhabitants this 9th day of June, 1860.
In submitting their FOURTH ANNUAL REPORT to the Inhabitants, the Board beg to congratulate
them upon the progressive improvement of the sanitary condition of the District as evidenced by the
monthly Reports made to the Board by the Medical Officer, and by the annual Report of that officer,
published for general information. Proper drainage and ventilation, so eminently necessary in many of
our closely built and thickly populated localities, have been steadily accomplished; and while much remains
to be done, the general improvement is such as, it is hoped, will meet with approbation.
Upon the recommendation of the Finance Committee, the Board thought it expedient to adopt the
practice of issuing two precepts in the year to the Overseers for expenses under the Metropolis Local
Management Act, instead of three as heretofore, and the evident advantage of such an arrangement will be
apparent to the Ratepayers at large.
In the course of the year ending March, 1860, the following Contracts were entered into, viz.:—
With Mr. Edward Cole, for Sewer and Drainage works for one year from the 15th November, 1859,
upon the same terms as a previous contract with him which expired on that day.
Also, with Mr. James Ansell, for Cleansing of Christchurch division for three years, at £555 per
annum,
Also, with Mr. Edmund Reddin, for Dusting Christchurch, at £65 per annum.
Also, with Mr, Abraham Boakes, for Cleansing the Clink Division at £240 per annum; and with
Mr. William Hearn, for Dusting the Clink, at £180 per annum, all which four last-mentioned Contracts
commenced on the 1st July, 1859.
Complaints against Scavengers or Dustmen and applications respecting the removal of dust, &c-. will
be attended to without delay on notice being left at the office in Emerson Street, and the Board strenuously
endeavour, by every means in their power, to secure the efficient performance of these contracts.
Contracts have been also entered into with Messis. Mowlem and Co. for Paving the carriage-ways in
the Clink and Christchurch, and for the supply of broken Granite for the District.
Also, with Mr, Henry Booth, for Paving the Footways in the Clink and Christchurch divisions, and
which last two Contracts commenced on the 25th March, 1860.
All the contracts, except that of Mr. Cole, are for three years, and are determinable by the Board at
the end of the first or second year.
From the defective performance of the works by Mr. James Ansell under his contract, the Board felt
themselves called upon to determine the same.
The Board have also entered into Contracts with Mr. Hearn for Watering the St. Saviour's District
from 25th March to 25th October; and for a like term with Messrs. Neal and Rolles, for the supply of
Water Carts, &c. for Christchurch; the Board reserving to themselves the power of having the streets
watered when and as often as they may think necessary.
