Metropolitan Water Companies under the supervision and
inspection, with power of regulation, of a central body
representing the ratepayers.
The resolutions ultimately passed by this Conference
were considered by the Vestry, but no action was taken
thereon.
SCHOOL BOARD EXPENDITURE.
In consequence of the enormous increase in the School
Board Rate, several Vestries and District Boards sent out
circular letters protesting against the increased and
constantly increasing expenditure of the School Board for
London, and one Board expressed a further opinion that
a limit should he fixed by Parliament to the School Board
Rate. This Vestry forwarded communications to the
Education Department, the School Board for London, the
members of the School Board for the Westminster Division,
and the various Vestries and District Boards of the
Metropolis concurring in the above-mentioned views. A
Conference was also convened by the Kensington Vestry
with a view of united action being taken, and the Vestry
appointed three of its members as delegates to attend.
Various Resolutions were passed by the Conference, and a
deputation waited on the Prime Minister on the subject,
but up to the close of this report no definite action had
been taken by the Government to deal with the matter.
PROPOSED INCORPORATION OF CERTAIN
PARISHES.
A strong desire was manifested during the year on the
part of certain local authorities in the metropolis that their
respective areas should be incorporated as Municipalities,
with a view to increasing the dignity and importance of the
