re-building of No. 19, Marshall Street, by the Guardians of the
Westminster Union, and agreed to the following report
In the year 1819 eleven freehold houses on the east side of
Marshall Street were purchased for parochial purposes from
the Earl of Craven for the sum of £6,132. The purchasemoney
was apparently paid from the Poor Hate, and the
property became vested in the Churchwardens and Overseers
of the Poor, under the provisions of the Act of Parliament,
59 Geo. III., cap. 12., sec. 12; latterly, however, the
management of the property has been assumed by the Vestry
leaving the Churchwardens and Overseers, in whom the fee
is vested, as practically bare trustees of the property.
Two of the houses and part of the ground originally attached
to the property were devoted to the extension of the Workhouse
premises, and on the incorporation of the Westminster Union
in the year 1868, became the property of the Union under
the Act of Parliament, 30 Vict., cap. 6, sec. 75, subject to
compensation being paid to the Parish, under the provisions
of an earlier Act of Parliament, 5 and G Will. IV., cap. 69,
sec. 3. The amount of this compensation is £1,200 per annum
which is applied in aid of the Poor Pate of this Parish. It
may be mentioned that the new Workhouse building situate
in Poland Street was erected at the cost of the Union, on land
purchased by the Union, with the exception of a strip formerly
used as a right of way from the back premises into Poland
Street.
The site of five houses has been utilized for the erection of
Public Baths and Wash-houses, and the freehold thereof has
become vested in the Commissioners without payment or compensation,
pursuant to the Act 9 and 10 Vict., cap. 24, sec. 24.
The remaining four houses are let on repairing agreements
at the following annual rentals:—
No 20 at £42.
„ 21 ,, £50.
„ 22 ,, £45.
„ 23 „ £40
