Council out of money raised by rates of any buildings for
occupation that will not be self-supporting, aud pay an
adequate percentage on the outlay, considering the burden
on the Ratepayers at the present time heavy enough without
embarking on schemes of philanthropy.
The Vestry agreed with the views of the Vestry of the
Liberty of the Rolls and addressed a communication to the
London County Council on the subject to the effect
that, while they understood that the Council had already
decided not to erect certain buildings for occupation as
dwellings except under conditions similar to those mentioned
by the Vestry of the Liberty of the Rolls,
they were of opinion that for more than one reason it
was desirable that those conditions should apply to every
future proposal for the erection of dwellings at the cost of
the rates.
In reply to this communication the Council called the
Vestry's attention to a resolution passed by the Council in
March 1893, requiring that buildings to be erected by the
Council for dwellings shall be designed so as to provide a
net return of not less than 3 per cent.
PROPOSED BYE-LAWS FOR GOOD RULE AND
GOVERNMENT OF LONDON.
In March last the Vestry received a communication from
the London County Council, forwarding copy of a report containing
information relating to general bye-laws which have
been adopted in certain Towns and Counties for the good rule
and government of the same, and asking the Vestry to favor
the Council with suggestions as to subjects on which it seemed
to them that bye-laws might usefully be made for London.
