The Vestry see no reason why the County Council should
not, as regards the preparation of the Valuation Lists, be
placed in the same position, relatively to the Overseers and
the Assessment Committee, as that occupied by the
Surveyor of Taxes. A third copy of the Valuation List
would have to be prepared, and power conferred upon tha
County Council to object to the amount at which it is proposed
to fix either the gross or rateable value of any hereditament.
In this Parish, the Surveyor of Taxes is invited
to attend all meetings of the Committee of Vestry acting as
Overseers when the assessment of property is under consideration.
This practice has been found most advantageous;
the Surveyor of Taxes ascertains the principles upon which
the Committee proceed, and unnecessary objections are
therefore prevented, while on the other hand the Committee
are frequently put in possession of facts by the Surveyor of
Taxes, of which they would otherwise remain ignorant. If
the law were amended so as to place the County Council on
the same footing as the Surveyor of Taxes, as above
suggested, their representative could, in like manner, be
present when the assessments were under consideration.
