Westminster.
Reverend Sir and Gentlemen,—
During the year 1889, under the provisions of the Sale
of Food and Drugs Act, 1875, 59 samples were examined,
all which were procured for examination by the Vestry
Officers.
It will be seen that one specimen of Coffee was loaded
with chicory, but, it being labelled "Sold as a Mixture"
the Vendor was not punishable. In two other samples small
quantities of chicory or other matters were found, but were
regarded as accidental. Among the Milks, one sample contained
26 per cent, of added water, and a fine of 20s. and
costs followed. Two other samples of Milk were "poor
milk," but not below the standard then acted upon for
prosecutions. For the future this standard is, with the
sanction of the Sanitary Committee and the Vestry, raised
from 11 per cent, of dry milk solids to 11.5 per cent.
In none of the samples was any poisonous ingredient
discovered.
No money or consideration other than the stipend paid
by the Vestry has been received by me in connection with
these analyses.
I have the honour to remain,
Rev. Sir and Gentlemen,
Your obedient Servant,
JAMES EDMUNDS.
