paving the carriageway and footways outside the enclosure,
and for lighting, scavenging, dust removal, and certain police
purposes in Golden Square. Subsequent public legislation
has either divested the Trustees of most of these powers or
rendered the exercise of them unnecessary, leaving the
control and management of the garden the sole duty necessarily
to be discharged by the Trustees.
The 239th section of the Metropolis Local Management
Act appears to have been framed to meet just such a case,
as it expressly continues bodies of Trustees for the management
of enclosures, notwithstanding the Act divests them of
other functions, and as the deputation referred to specifically
objected to the garden being thrown open to the public, the
only hope of relief the Vestry could hold out was the possibility
of the Government or the County Council introducing
in some public Bill a clause to repeal the local Act of
Parliament.
CONCLUDING REMARKS.
The Vestry have not attempted in the foregoing Report
to touch upon mere routine business requiring attention
from day to day, but have endeavoured to submit to their
fellow-parishioners, in as clear and succinct a manner as
possible, a statement of the principles which have guided
them in the discharge of their trust, and particulars of thepresent
condition of the Pasish.
By Order,
HARRY WILKTNS,
Vestry Clerk.
