CITY OF LONDON PAROCHIAL CHARITIES.
The Vestry considered the scheme prepared by the Charity
Commissioners under the provisions of the City of London
Parochial Charities Act, 1883, and made representations
thereon to the Commissioners, as follows:—
The Yestry desire to point out:—
1.—That the right and proper administration of the Charitymost
closely concerns the inhabitants within the area to be benefited,
and the administration should therefore be vested in the inhabitants
of such area through their duly elected representatives.
2.—That the area to be benefited is coterminous with the
Metropolitan Police District, and includes the County of London and
portions of the Counties of Surrey, Essex, Middlesex, and Kent.
3.—That under the Local Government Act, 1S88 (sec.79 (2) ).
the duties and liabilities of the inhabitants of a County are transferred
to the Council of such County.
4.—That the nomination by the London County Council of two
Governors only out of a total of 21 is an inadequate representation of
the inhabitants of the County of London.
5.—That the inhabitants of the Counties of Surrey, Middlesex,
Essex, and Kent are not represented upon the Governing Body at all.
6.—That inasmuch as the nomination of five members of the
Governing Body is vested in the Crown by the City of London
Parochial Charities Act, 1883. the nomination of two members by the
Ecclesiastical Commissioners is not necessary.
7.—That the University of London, University College, and
King's College, are not representative bodies except in a very
limited sense, and therefore are not entitled to direct representation
upon the Governing Body.
8.—That the Governing Bodies of the Bishopsgate Foundation
and of the Cripplegate Foundation, having their own funds to
administer, are not entitled to direct representation upon the Governing
Body dealing with the general fund, and do not need such representation,
inasmuch as the Corporation of the City of London will
nominate four members of the Governing Body, under the provisions
of the Act.
