That a report to the following effect, be submitted to each of the rating
Authorities now represented for adoption —
1. That the Representatives of the rating Authorities of West-
minuter assembled in Conference, are of opinion that the present
Electoral Districts of the School Board for London are
unsatisfactory and require immediate amendment.
2. That it is desirable to adopt some existing local area as the
Electoral District of the School Board.
3. That it is not desirable to adopt the Parliamentary Divisions as
such Electoral Districts for two reasons, viz.: (1) That a
tendency might thereby arise to conduct School Board Elections
on political lines, which cannot be deprecated too strongly;
and (2) that the Parliamentary Divisions have been constructed
upon the basis of population only, without regard to
rateable value.
4. That the plan propounded by the Statistical Committee of the
School Board is not satisfactory, inasmuch as it would continue,
and in some instances create, overlapping Electoral
Districts.
5. That the Bating District as defined by the Elementary
tion Act, 1870, would be the most satisfactory area to adopt,
for the following reasons. (1.) Each parish or district upon
which the expenses of the London School Board are levied,
would then be directly represented by a member or members.
(2.) The schedule of the Metropolis local Management Act,
1855, setting forth such Bating Districts, has been adapted to
the present time by the Amending Act of 1885. (8.) The proportionate
representation of the ten divisions specified in the
schedule to the Elementary Education Act would not materially
differ from the present representation. (4.) The boundaries
of the districts are well defined. (5.) No new or arbitrary
district would be created; and (A) the cost of elections
would be considerably reduced.
That the St. James's Vestry be requested to circulate the foregoing resolutions
among the Rating Authorities of the Metropolis, with a request that
they will each appoint three of their members to join a deputation to the
Vice-President of the Council in support thereof.
