4. No child, young person, or woman may be employed in a bakehouse
contrary to tbe provisions of the Factory and Workshop
Act, 1878.
Penalties are provided in the event of an infringement of
the law, and bakehouses brought into use after the 31st of
May, 1883, are subject to certain further requirements.
The bakehouses in the Parish (33 in number) are under
frequent inspection by the Sanitary Officers of the Vestry.
It has not been found necessary to take proceedings against
the occupiers of any premises of that description during the
past year.
WATER SUPPLY.
It was with some satisfaction that the Vestry observed the
V
introduction into Parliament of a Bill, on the lines suggested
by the Vestry last year, to limit the powers of Water Companies
to discontinue a supply of water to premises for which
the water rates are payable by non-resident landlords.
The provisions of the Bill would enable the Company to
recover the rate from the tenant in default of payment by the
landlord, and authorise the tenant to deduct the same from
his rent. It would thus be unnecessary to cut off the water
for the purpose of enforcing payment, and as the tenant pays
the water rate to his landlord in the rent, no injustice would
be wrought by attaching the rent under such circumstances.
The Bill seems to afford so equitable a remedy against what
might become a serious danger to the public health—a supply
of water being especially necessary on sanitary grounds in
tenement houses—that the Vestry have invited the co-operation
of all Sanitary Authorities in the Metropolis in supporting
the principle thereof.
