Under the provisions of the Local Acts of Parliament relating to
the Parish of St. James, the rates are made annually, but are
recoverable by four quarterly instalments. For the convenience of
Parishioners, however, it has become the practice to collect the
rates in two half-yearly sums.
In addition to issuing about the usual number of summonses for the
recovery of rates and obtaining distress warrants, as customary, The
Vestry have been compelled to resort to the extreme measure of
applying for warrants of commitment to prison in default of distress
in 3 cases. It is anticipated that the Bills of Sale Amendment
Act, 1882, which provides that Bills of Sale shall not avail against
distress for rates, will reduce materially the number of warrants of
commitment, as Bills of Sale given before the passing of the Act
fall in.
