All the previous observations are mainly intended to apply to the
Parish of St. James; but some of them have a wider scope. I refer
to the ventilation of sewers. Years since it has struck me that
the chemist may be of more use than the engineer. Suburban
districts cannot feel it, but it is in the densely-populated localities
that the evils exist, as they have to relieve all the others.
With these few remarks, and being about to be separated from
the Parish whose interests have not suffered at my hands; and
thanking the Vestry for the uniform courtesy with which I have
been treated, and the confidence, never abused, that has been
reposed in myself.
I have the honour to be,
Reverend Sir, Mr. Chairman, and Gentlemen,
Your most obedient humble servant,
A. P. HOWELL,
Surveyor.
