Rates, with the sanction of the Vestry; £19,250 of this amount
has been repaid, leaving a balance of £1,750 still due. The final
payment on account of existing loans will be made in 1891.
The accommodation provided for bathers consists of a swimming
bath measuring 40 ft. by 30 ft.; 23 first class private baths for
men ; 13 for women; 44 second class private baths for men ; and
13 for women. The laundry affords all necessary facilities for 83
washers, 8 manglers, and 10 ironers, at one time.
The establishment is under the control of seven Commissioners
appointed by the Vestry, one-third of them retiring annually.
A list of the Commissioners is given on page 12. It is satisfactory
to remark that these Baths and Washhouses are a source of
profit to the Parish, no less than £1,000 having been contributed as
surplus receipts to the reduction of the Poor Rate during the past
year.
The following resolution, passed by the Governors and Directors
of the Poor, on the 16th of July, 1878, expresses the satisfaction of
the Board with the management of the establishment:—
"That the thanks of this Board be given to Mr. Alfred Thomas
Spiyng, Chairman of the Commissioners for Public Baths and
Washhouses, for the great interest and attention he evinces in
the affairs of an Institution which, under efficient management,
is calculated not only to afford health and comfort to the community,
but ultimately to prove a source of permanent pecuniary
advantage to the ratepayers."
A statement of the receipts and expenditure of the Commissioners
for the past year is given on page 103.
BEADLE.
According to custom, the Vestry appointed a Parish Beadle on
the 1st June, 1882, Mr. Frederick Green being again chosen at a
salary of £52 10s. for the year, with an additional £10 for Sunday
duties. This salary is paid from Church funds, and is not a charge
upon the rates.
